La sociedad colombiana vive hoy uno de sus más difíciles momentos. El 28 de abril dio inicio una protesta social en contra del Gobierno de Iván Duque y una nueva propuesta de Ley para reformar la política tributaria. Las movilizaciones sociales se han extendido por varios días en múltiples ciudades y zonas rurales del país. Indicadores Cotidianos de Paz, ONG internacional que trabaja en distintas regiones de Colombia investigando el impacto de la implementación de los Acuerdos de Paz, expresa su contundente rechazo al tratamiento del Gobierno colombiano frente a las movilizaciones, en su gran mayoría pacíficas. Es preocupante la creciente violencia y violación a los DDHH que la fuerza pública viene cometiendo, particularmente son alarmantes los niveles alcanzados en la ciudad de Cali, al sur occidente del país. Según información preliminar, 24 personas han sido asesinadas y 381 personas heridas presuntamente por el accionar de la Policía, 1180 personas han sido detenidas y 18 han sido víctimas de violencia basada en género.* Además, como lo ha constatado la ONU, organizaciones defensoras de DDHH, incluyendo a la ONU Derechos Humanos, han sido objeto de agresiones y amenazas por parte de la fuerza pública.** El respeto de los DDHH y las garantías para la protesta social como mecanismo de participación política, es un fundamento central para transitar hacia un país que logre dejar atrás la violencia en la política y avance hacia la construcción de paz. Los días venideros son claves para garantizar que pare la violencia y se encuentre el camino para escuchar las demandas de la sociedad. El apoyo y acompañamiento internacional es en estos momentos crucial. Exhortamos al Gobierno de Iván Duque a ceñirse bajo los mandatos internacionales de respeto a los Derechos Humanos, a esclarecer los hechos acontecidos durante estas jornadas y garantizar el acceso a la justicia para las víctimas.

Colombian society is currently experiencing one of its most difficult moments. On April 28, a social protest began against the government of Iván Duque and a new law proposal which was put forth to reform tax policy. Social mobilizations have spread for several days in multiple cities and rural areas of the country. EPI, an international NGO that works in different regions of Colombia investigating the impact of the implementation of the Peace Accords, expresses its strong rejection of the Colombian Government's actions in the face of the mobilizations, which have been mostly peaceful. The increasing violence and violation of human rights that state forces have been involved in concerns us, the actions in the city of Cali, in the southwestern part of the country, are particularly alarming. According to preliminary information, 24 people have been killed and 381 people have allegedly been injured by the actions of the police, 1,180 people have been arrested and 18 have been victims of gender-based violence.* In addition, as the UN has found, human rights organizations, including the UN Human Rights Council, have been subjected to attacks and threats by the public forces.** Respect for human rights and guarantees for social protest as a mechanism of political participation is a central foundation for moving towards a country that can leave behind violence in politics and advance towards peacebuilding. The coming days are key to guaranteeing that the violence stops and a way is found to listen to society's demands. International support and accompaniment is crucial at this time. We urge the Government of Iván Duque to abide by the international mandates of respect for Human Rights, to clarify the events that occurred during these days and to guarantee access to justice for the victims.
